Built two and a half thousand years ago, it was known in its day as the richest city under the sun. Persepolis was the capital of Achaemenid Persian Empire, the largest empire the world had ever seen, but after its destruction, it was largely forgotten for nearly 2,000 years, and the lives and achievements of those who built it were almost entirely erased from history. Alexander the Great's troops razed the city to the ground in a drunken riot to celebrate the conquest of the capital, after which time and sand buried it for centuries. Ancient Persia in Western History

Around 550 B.C.E. the Persian people--who were previously practically unknown in the annals of history--emerged from their base in southern Iran (Fars) and engaged in a monumental adventure that, under the leadership of Cyrus the Great and his successors, culminated in the creation of an immense Empire that stretched from central Asia to Upper Egypt, from the Indus to the Danube. The Persian (or Achaemenid, named for its reigning dynasty) Empire assimilated an astonishing diversity of lands, peoples, languages, and cultures. Empire, Authority, and Autonomy in Achaemenid Anatolia

Even though the Persian period has attracted a fair share of scholarly interest in recent years, as yet no concerted effort has been attempted to construct a comprehensive social history of Phoenician city-states as an integral part of the Achaemenid empire. This monograph explores the evidence from Persian-period literary (both ancient Jewish and classical), epigraphic, and numismatic sources, as well as material culture remains, in order to sketch just such a history. This study examines developments in Persian-period Phoenician city-states on the three levels: that of the individual household, the city-state, and the administrative unit of the Persian empire. These three societal levels are analyzed within the contexts of economic competition between and among the Phoenician city-states, their burgeoning economic ties with the outside world, and their interaction with the Persian imperial influence in the Levant.

The Social History of Achaemenid Phoenicia

In recent decades, a number of local archives and other primary sources for the history of the Achaemenid empire have been made available for the first time, or have received new treatment. Foremost among these are the Persepolis Fortification archive and the correspondence between the satraps of Bactria and Egypt and their respective staffs. Several contributors to this volume try to analyze the events and transactions documented by these sources in terms of bureaucratic and administrative protocols and to interpret them within an empire-wide network. Recurring patterns reveal a system of administrative hierarchies and structures. Among other things, the Achaemenid administration managed supplying official travelers, assuring regular communication between the empire's core and the provinces, and it used some of the same methods and institutions to manage supply, assignment and logistics of workers sent from the provinces to do labor service in the center of Persia. Another approach represented in this volume confronts these primary sources with information about Achaemenid imperial administration in classical sources, the primary material serving both as corrective and as analytical tool. Combined, these complementary approaches lead to a similar assessment: the imperial administration was not characterized by rupture and ad hoc responses to crises but rather by continuity and stability, and these long-term factors were important reasons for the unprecedented scope and endurance of this first world empire.

Administration in the Achaemenid Empire

Achaemenid Studies fall between the academic divisions of Ancient Near Eastern Studies and Archeology, Ancient History, Classical Philology, Egyptology and Semitic Languages. No single scholar can cover the many cultures that were united under the umbrella of this huge empire alone and in-depth. Interdisciplinary approaches are a necessity in order to tackle the challenges that the diverse textual records in Akkadian, Demotic Egyptian, Elamite, Aramaic and Greek present us with. This volume, the proceedings of a conference on taxation and fiscal administration in the Achaemenid Empire held in Amsterdam in 2018, contains contributions on Babylonia, Egypt, the Levant, Asia Minor and Arachosia, written by specialists in the respective languages and cultures. The question that lies at the basis of this volume is how the empire collected revenue from the satrapies, whether and how local institutions were harnessed to make imperial rule successful. The contributions investigate what kind of taxes were imposed in what area and how tax collection was organized and administered. Since we lack imperial state archives, local records are the more important, as they are our only reliable source that allows us to move beyond the famous but unverifiable statement on Achaemenid state finances in Herodotus, Histories 3, 89-97.

Taxation in the Achaemenid Empire

The Achaemenid Persian imperial rulers have long been held to have exercised a policy of religious tolerance within their widespread provinces and among their dependencies. The fourteen articles in this volume explore aspects of the dynamic interaction between the imperial and the local levels that impacted primarily on local religious practices. Some of the articles deal with emerging forms of Judaism under Achaemenid hegemony, others with Achaemenid religion, royal ideology, and political policy toward religion. Others discuss aspects of Phoenician religion and changes to Egyptian religious practice while another addresses the presence of mixed religious practices in Phrygia, as indicated by seal imagery. Although the Parthians may not get top billing in most popular histories of the period, they left an indelible mark on the world that cannot be overstated. During the first half of the 1st millennium CE, an empire arose in Persia that extended its power and influence to Mesopotamia in the east, Arabia in the south, the Caucasus Mountains in the north, and as far east as India. This empire, known alternatively as the Sasanian Empire or Sassanid Empire, was the last of three great dynasties in Persia-the Achaemenid and the Parthian being the first two dynasties-before the rise of Islam. In fact, many scholars consider the Sasanian Empire to be the last great empire of the ancient Near East because once it had been obliterated, Islam became the standard religion of the region, ushering in the Middle Ages. The Sasanian Empire was important for a number of reasons. Besides being the last of three great Persian dynasties, they carried on many Persian cultural traditions relating to religion and kingship. The Sasanians fostered and promoted the native religion of Zoroastrianism to the point of persecuting other religions from time to time. It was during the Sasanian period that the numerous Zoroastrian hymns, prayers, and rituals were collected under one book, known as the Avesta. Thanks to the Sasanians' efforts with regard to religion, modern scholars know much more about Zoroastrianism than they would have if the religion continued to disseminate orally. Their efforts also protected Zoroastrian knowledge in later years after the dynasty was long gone and Islam became ascendant in Persia. The Sasanians, like the Achaemenids and Parthians, also carried forth the Persian conflicts with the Hellenic world.

Color and Meaning in the Art of Achaemenid Persia

The armies of Cyrus, Xerxes and Darius III are usually understood through the lens of classical literature and stereotypes about the orient. Sean Manning proposes a new understanding based on all kinds of evidence and the study of the ancient Near East. He examines the last century and a half of research in its historical and ideological context. Three core chapters treat Akkadian tablets, Aramaic documents, royal inscriptions, and artifacts as sources in their own right, not compliments to Herodotus. The different perspectives of Iranian philologists, Mesopotamian archaeologists and historians of ancient Greece are considered and addressed. The Persian Empire grew in the vacuum left by Assyria's destruction of the Kingdom of Elam (648 BC). Prince Teispes captured Anshan, once a stonghold of the Elamites. His father, Achaemenes is the person who is apparently responsible for training and organising the early Persian army and it is his name that is the beginning of the royal line of Achaemenian Kings. It is a dynasty which includes Darius the Great – the finest ruler of the Achaemenid era. The army he commanded included the infamous 'Immortals', who formed the elite of the Persian army, their numbers always kept to exactly 10,000 men.

The Achaemenid Empire

Starting in the mid-fifth century BCE, the Achaemenid Persian empire entered into a series of treaties with various Greek city-states. While treaties had often been used across the Ancient Near East prior to the Persian conquests, they did not play a role in the Achaemenids' imperial strategy; indeed, the Achaemenids did not sign any treaties with any non-Greek state. By examining Greco-Persian treaties, that is, by investigating what the Persians of old might have hoped to gain from treaties with Athens, Sparta, or any other Greek state, the present dissertation seeks to gain unique insight into the Achaemenid imperial strategy. I demonstrate that the Achaemenid conception of imperial rule may have been partially inherited from their Elamite and Neo-Assyrian forebears. I establish the continuities between Achaemenid rule and that of their Near Eastern predecessors, as well as what constitutes uniquely Achaemenid innovations. I give special attention to the Achaemenid endeavor to exert control over various subjects in their empire by dialoguing with, and even reproducing, indigenous manifestations of law and governance. However, scholarly models describing the use of local practices by the Achaemenids have been hitherto restricted to regions under direct Achaemenid rule. I argue, however, that the Greco-Persian treaties were most likely resulting from the Achaemenid desire to extend a proven strategy of governance, which aimed at engaging local traditions and practices, beyond their imperial borders. The exploitation of traditional Greek treaty customs allowed the Achaemenids to achieve the stability necessary for the achievement of imperial goals in the region, and befitted their overall political strategy.
